A badly kept secret in PRIMUS is that the organization does more than just track paranormals wanted for federal crime: it also maintains files on all the paranormals it is able to discover.

A PRIMUS Intelligence agent generally is an expert about several paranormal heroes and villains. For large criminal organizations, like VIPER, each base contains one or two experts about that organization. These agents track down any leads they can find about the paranormal's identity, associates and any other information they can find. They will show up at the paranormal's press events and track down sightings of the paranormal, interviewing witnesses, collecting evidence -- anything at all that might link that paranormal with the regular citizen that they pretend to be in "real life." PRIMUS does keep the secret identities of "hero" paranormals under tight wraps, and only the specializing agents or those with need-to-know are aware of it.

In this section you'll find paranormal "heroes" listed together with villains, and it's not an accident. Though individuals within PRIMUS may be more tolerant, the agency as a whole believes any person with powers may become, at any time, a threat to the public at large, and they don't want to be caught flat footed when that time arises.


Bay Area Paranormals not suspected of criminal activity -- at this time

The Arbiter: The Arbiter's secret identity remains secret; despite numerous sightings -- without any mask or other method of obscuring his face -- no agent has been able to identify the Arbiter through known methods. He is believed to possess heightened agility and strength and is able to either teleport or render himself invisible. The Arbiter carries a rapier and wears a white costume, not unlike a fencer's, though the rapier delivers an electric shock when it touches an opponent, usually rendering them unconscious. He often quotes from Erroyl Flynn movies and has a cavalier attitude about his own safety, though he works to ensure the safety of civilians. He is tall, 6'0 and has black hair, dark eyes and a mustache.

 

David Armitage: The owner and operator of Armitage Investigations, a private investigation firm which is known to hire low level paranormals. Armitage is a retired USN captain with close ties to Admiral Johnson and Golden Avenger Johnson; he is the Avenger's and Commander Alex Johnson's godfather. It is not known for certain if Armitage possesses paranormal abilities, but strongly suspected. Armitage's father, Ralph Armitage, was a noted expert on the occult and was believed to have acted as a vigilante in the 1930s and 40s. Armitage is 5'10, around 180 pounds with salt-and-pepper hair.

Emily Carrolton: A legal secretary who lives in the Sunset, Ms. Carrolton is believed to be the superheroine "Sparkle." Sparkle, who has light manipulation abilities and flight, operates primarily at night and on the weekends. She does not typically engage paranormal villains in combat, nor is she known to have any paranormal enemies. Several gangs have placed a price on her head for the disruptions she has caused them, however. Ms. Carrolton is 5'5, with blonde hair and green eyes. As Sparkle, she dresses in a black costume and is surrounded by a field of flashing, colorful light.

 

 

Hamilton Henderson: Mr. Henderson is an sculptor and musician who lives in the Richmond. He has made a fair living designing collectable statues of paranormals (part of the sales proceeds go to Henderson, part to the paranormal, and a portion to a designated charity). Henderson is suspected of being the paranormal Cometstrike. As Cometstrike, Henderson has the ability to shoot red energy beams and to fly, leaving a trail of red energy in his wake. He has been known to make rousing patriotic speeches following the apprehension of supervillains which several agents have identified as originating from Golden Age Captain America comics. Mr. Henderson is 5'9, wiry, and has auburn hair and brown eyes.

 

 


Bay Area Paranormals suspected of criminal activity

Armstrong: It is believed that the former Silver Avenger and former VIPER Commander Armstrong resides, at least part of the time, in the San Francisco Bay Area. Armstrong is wanted for numerous crimes and is on PRIMUS Top Ten Most Wanted list. He is affiliated with a dangerous group of Irish mercenaries; agents should call in sightings but not attempt to apprehend Armstrong without Avenger-level backup. Photo

The Dragon: The Dragon's secret identity is not known, though he is believed to reside in or near Chinatown, where he primarily operates. The Dragon is a mercenary employed by whoever can pay his steep fees -- primarily gangs. The Dragon is believed responsible for the death of PRIMUS Agent Manuel Rodriguez in 1998, among others. He is a noted martial arts expert and is thought to possess super strength and agility. He is an Asian male with black hair and brown eyes, and he wears a green costume. Photo

Anna Nguyen: An employee of Armitage Investigations, Ms. Nguyen is suspected of infiltrating a federal installation, assaulting federal employees and theft of government property. Orders have, however, come from Washington which state Ms. Nguyen is not to be pursued as a larger investigation -- at "top levels" -- is pending. She is believed to have telepathic and shapeshifting abilities. She also displays an uncanny ability to know the future -- and acts accordingly. Her appearance varies frequently; most often she is a short Vietnamese woman with flamboyant hair colors.

Lewis Norton: Norton is a former Army Colonel who is now believed to be the Nest Leader for the Bay Area VIPER operation, having taken control of the local organization following the 1995 PRIMUS raid which decimated the VIPER base operating from a warehouse in South San Francisco. Norton's lieutenants are known only as Milo and Wilhelm; all three are considered extremely dangerous. Norton is a short, thin man in his early 60s.
